On February 13, 2025, the Mexican Ministry of Economy announced that, upon the request of Mexican producers Productora de Papel, S.A. de C.V. and Cartones Ponderosa, S.A. de C.V., an anti-dumping investigation has been initiated on cardboard originating from China (Spanish: cartoncillo).
The investigation period for dumping is from August 1, 2023, to July 31, 2024, and the injury investigation period is from August 1, 2019, to July 31, 2024. The products involved are made from virgin or recycled fibers, with a weight of not less than 150 grams per square meter, coated on one or both sides with kaolin or other inorganic substances, in any size square, rectangular, or rolled form, consisting of single-layer or multi-layer paper and cardboard, under TIGIE tariff numbers 4810.13.07, 4810.29.99, 4810.32.01, 4810.39.99, 4810.92.01, and 4810.99.99.
According to relevant Mexican laws, the Ministry of Economy may retroactively impose anti-dumping duties on the products involved that have been declared to Mexican customs within 90 days prior to the implementation of temporary anti-dumping measures. The announcement takes effect the day after it is published.
